Digital India Programme

About Digital India Programme

India is amongst the top 2 countries globally, just behind China on many dimensions of digital adoption. By 2022, India’s digital economy is likely to cross $1 trillion.

The vision of Digital India Programme

  • Digital infrastructure as Utility to Every Citizen
  • Governance and services on demand
  • Digital empowerment of citizens

Objectives of Digital India Programme

  • To prepare India for a knowledge future.
  • For being transformative that is to realize IT (Indian Talent) + IT (Information Technology) = IT (India Tomorrow).
  • Making technology central to enabling change.
  • On being an Umbrella Programme – covering many departments.
  • The programme weaves together a large number of ideas and thoughts into a single, comprehensive vision so that each of them is seen as part of a larger goal.
  • The Digital India Programme will pull together many existing schemes which would be restructured and re-focused and implemented in a synchronized manner.

Impact of Digital India Programme

  • Overall 12000 rural post office branches have been linked electronically.
  • Increased in electronic transactions related to e-governance as it is estimated that there are more than 100 cr mobile phones in India.
  • 2, 74,246 km of optical fibre network has connected over 1.15lakh Gram Panchayats under the Bharat Net programme.

Common Service Center (CSCs)

  • A Common Service Center (CSC) is an information and communication technology (ICT) access point created under the National e-Governance Project of the Indian government.
  • A CSC is essentially a kiosk with a personal computer, a wireless connection, and other equipment.
  • Through computer and Internet access, the CSCs provide multimedia content related to e-governance, education, health, telemedicine, entertainment, and other government and private services.
  • There is a rapid expansion in the network of Common Service Centers.

DigiGaon or Digital Village

  • DigiGaon or Digital Village conceptualized as the connected village where the citizen can avail of various e-services. These DigiGaons are projected to be change agents, promoting rural entrepreneurship, and building rural capacities and livelihoods through community participation.
  • Digital villages have been equipped with solar lighting facilities, LED assembly units, sanitary napkin production units, and Wi-Fi choupal.
  • The aim of the programme is to turn each village into a self-sustaining unit.
  • It has been estimated that the internet service sector is expected to reach $74 billion in 2022. Internet data has become the major tool for the delivery of services.
  • India till Dec 2017 had made tremendous progress in urban internet penetration with 64%. However, four fifths of rural India is yet to get access to the internet.
  • Presently, there are 300 million daily active users which has risen from 10-15 million daily users in 2011. And, it is estimated that by 2020 the number would double.

Initiatives launched by the Government of India under the Digital India Programme

  • Digilockers—it is a "digital locker" service operated by the Government of India that enables Indian citizens to store certain official documents on the cloud. The service is aimed at reducing the need to carry physical documents.
  • BHIM app—It is an app to enable digital payments. BHIM app was used to facilitate 913 million transactions in 2017-18.
  • Pradhan Mantri Gramin Digital Saksharta Abhiyan to make citizens digitally literate. The project is expected to be one of the largest initiatives in the country with an overall target of training 6 crore students until the financial year, 2019. The government has accepted 250,000 Gram Panchayats to register at least 200-300 candidates each.

Make in Northeast Initiative

  • Under the DPIIT, Ministry of Commerce and Industry, a dedicated Northeast Desk has been set up within Invest India, which supports the North East States in their outreach activities to the investors as well as in facilitating and handholding select companies.
  • The desk is working closely with One District One Product (ODOP), StartUP and other sector desks of Invest India for their initiatives in the region.
  • The Invest Northeast Portal, presenting investment opportunities in the region across sectors and States to both domestic and foreign investors, has also been developed.

Invest India

  • It is a non profit venture under DPIIT, Ministry of Commerce & Industry. It is a National Investment Promotion and Facilitation Agency (NIPFA) and act as 1st point of reference for investors.
  • It is a joint venture (not for profit) between DPIIT (35%), FICCI, CII, NASSCOM (51%) and various State Govts (0.5% each).
  • It provides sector specific and state specific information. It focuses on sector specific investor targeting and development of new partnerships.
  • It collaborates with different agencies and multilateral organizations. Its experts, specializes across sectors, countries, handhold investors through their investment lifecycle - pre investment to after care.
  • Invest India Business Immunity Platform (BIP): is a comprehensive resource to help businesses and investors get real time updates on COVID-19.

North East Industrial Development Scheme (NEIDS), 2017

  • The North East Industrial Development Scheme (NEIDS), 2017 has come into force with effect from 01.04.2017 for a period of five years.
  • The scheme covers manufacturing and service sector of all the States of North Eastern Region (NER), including Sikkim.
  • Various benefits provided under the scheme include: (i) Central Capital Investment Incentive for access to credit; (ii) Central Interest Incentive; (iii) Central Comprehensive Insurance Incentive; (iv) Income Tax Reimbursement; (v) Goods and Services Tax Reimbursement; (vi) Employment Incentive;and (vii) Transport Incentive.

Other initiatives for Make in Northeast

  • In collaboration with the NITI Aayog, the 'NITI Forum for North East' constituted for accelerated, inclusive and sustainable development in the North East Region, has identified 5 focus sectors, viz. Tea, Tourism, Bamboo, Dairy and Pisciculture.
  • The Government has been providing special emphasis to the development and promotion of tourism in the North Eastern States. Under the Swadesh Darshan Scheme of the Ministry of Tourism, sixteen projects with themes of Heritage, Wildlife, Spiritual, Tribal, Eco-adventure etc with total amount of Rs.1,337.63 crore have been sanctioned.
  • Under the Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD) Scheme, development of Kamakhya Devi Temple (Rs.29.99 crore) and Pilgrimage Facilitation at Nagaland (Rs.25.26 crore) and Meghalaya (Rs.29.31 crore) have been sanctioned. Further, Kaziranga National Park (Assam) has been identified under the Iconic Site Development Scheme.
  • Ministry of Development of North Eastern Region (MDoNER), under its various schemes like Non-Lapsable Central Pool of Resources (NLCPR) and its successor North East Special Infrastructure Development Scheme (NESIDS), Schemes of North Eastern Council (NEC) and North East Road Sector Development Scheme (NERSDS) has also taken steps to bridge the social and physical infrastructure gaps, which will promote investment in the North East Region.
  • In addition, various Pan-India Schemes are being implemented in the North Eastern States for their sustainable development, e.g., Jal Jeevan Mission, Atal Mission for Rejuvenation and Urban Transformation, Swachh Bharat Mission, etc.
  • The NE Desk of Invest India under DPIIT has organized events like National Handloom Day and Business Conclave, in collaboration with Industry associations, to promote investment opportunities in the region.

ASEEM Portal: Aatmanirbhar Skilled Employees Employer

About ASEEM Portal

  • Ministry of Skill Development and Entrepreneurship has launched the Aatmanirbhar Skilled Employees Employer Mapping (ASEEM) portal, which acts as a directory of the skilled workforce.
  • The objective is to provide a platform that matches the supply of skilled workforce with the market demand, thereby facilitating better livelihood opportunities for youth and the availability of ready skilled manpower to employers.
  • ASEEM portal is being managed by National Skill Development Corporation (NSDC) under the aegis of the Ministry.

  • As of 16.07.2021, 1.3 crore candidates have been registered on the ASEEM portal which includes directly registered candidates and the candidates registered on Skill India Portal (SIP).
  • The ASEEM Portal is to provide a platform that matches the supply of skilled workforce with the market demand, thereby facilitating better livelihood opportunities for youth including migrants, and availability of ready skilled manpower to employers.
  • At present, there is around 10 lakh migrant data/profiles are available on ASEEM.

ASEEM as such consists of three IT-based AI (artificial intelligence) driven interfaces for stakeholder interactions:

  • A job application for individuals with access to hyper-local jobs using machine learning and automated match based on persona.
  • A demand and campaign management system for employers to forecast the current and future demand.
  • A management dashboard for analytics and insights. This could also be used for future decision-making.
